Which Kindle books are lendable
Not all Kindle books are lendable. It's completely up to the publisher (or the rights holder) to define which books may be offered by Amazon as eligible for lending. It's not an Amazon's decision. What is sure, that it will come for more and more Kindle books as time goes on and the authors, publishers and rights holder wake up to the new day.
How to find out whether a Kindle book is lendable
Kindle eBooks that can be borrowed and lent according have a message on the Amazon product detail page. Simply scroll the page down to the "Product Details" section and look for "Lending: Enabled" mark as shown below:

Currently Amazon only allows book lending for U.S. customers. The owner of a lend-able ebook is allowed to lend it only once. Once you’ve lent a Kindle book, you won't be able to lend it again to another reader.
